Aspirations but what about geographicscope

Go to the project
The plan is full of aspirations to do better. But as with pretty much everything for the last 20 years it seems to almost totally omit specific consideration of the 40%+ of Borough residents who live 'West of the A3M'. This is amply evidenced by their being only one of the six consultation venues on 'the West Side' (and that only available for 4hours). The absolutely appalling public transport across the great divide and links into national transport should be a key feature of any development plan.
Aspirations are motherhood and apple pie. Current thought processes have almost wiped out Waterlooville centre and I fear these continue.

Thank you for your views. You mention public transport, to check if there are any other specific considerations that need to be taken in to account/addressed?

@Caroline Harvey.
In the first instance transport is key as provisions of housing, recreation and other services on one side of the divide is essentially meaningless to the other without transport links. The main means of transport across the divide currently is the private motor car, however if we are to reduce use of this mode we will only isolate the two parts more.
Waterlooville centre has been hollowed out almost completely over the past two decades. With Borough wide services being substantially relocated to havant and inadequate parking for private vehicles and highly limited public transport links to its potential catchment to bring in replacement activity. (Waitrose had to close that store due to parking being fundamentally inadequate to support its size).
The council needs to start by predicting its plans either on two self contained regions each with their own service and transport hubs, town centres etc. Or as one integrated area with shared accessible services and a distributed (but interlinked) set of commercial centres.
I do not have access to the source data to make more specific concrete proposals. However I would commend explaining how the council would see the whole Borough functioning, the flows of people, the catchments for commercial and employment centres etc as a coherent whole.
Right now it appears as a set of topic related aspirations that do not take into account whether they themselves are mutually supportive or even consistent.
The pervading sense that I have from the plan is that while there may be some coherence surrounding havant centre and the areas proximate to the council offices there is no cohesion further out and the area west of the A3M is essentially addressed by adding '& Waterlooville', '& Cowplain' to plans drawn up for elsewhere. As I said 1 four hour consultation venue for 40%+ of the Borough population says a lot....
