1) Net Zero development: Whilst I know the NPPF and Buildong Regs are showing no signs of enforcing net zero construction, Local boroughs need to be bold and make it very clear to their developers that only net zero will be considered. Pointless building new homes which will have to retrofitted in years to come.
2) I cannot see anywhere in the infrastructure section which refers to HBC providing sites for renewable energy
3) Nowhere in the plan ( with the exception of the reference to the coast management strategy) does it refer to adaptation - ensuring new homes and developments, infrastructure, and businesses are addressing overheating, flooding, to ensure we are able to cope with the extreme weather events which are coming our way.
4) The billy trail represents an excellent opportunity for providing a sustainable travel solution for Hayling. It should be upgraded to enable a footpath, adjacent to a two-way cycle path. Havant train station and the town center should then provide a very secure parking area for bikes so that people can start commuting to and from the town - for leisure, shopping and work. Combine this wih an electric bike hire scheme and secure parking on the seafront and you add another exciting dimension for visitors to the island too. Cill money should be used to upgrade this path. Any damage done to the environment by upgrading the path should repaired and enhanced. There is no room to build a wider road, and this would be the wrong this to do - make an exciting cycle path which would link up to the great provision on the mainland.
