My comment relates to population densities and ratio to infrastructure

From "Pattern of development"

We have seen development outpacing infrastructure to the detriment of health, safety and the environment. Typical examples include pumping of raw sewage into Chichester harbour , onto beaches, into rivers and waterways. The cause is lack of infrastructure planning which has ruined the fishing, and tourist industry as harbours and coastlines become more and more contaminated with dangerous pathogens. There has been over-extraction of water from chalk streams and rivers. Water utilities are just one example of inverted thinking. There are problems with other major utilities and the provision of health services and education; historically planned as afterthoughts to development, leading to shortages of capacity and high cost of solution and repairs. The over-reliance on cars because of absence of safe cycle paths is another example. So my advice for the next 15 years is Infrastructure First then housing but not until we are ready.

Thank you for your detailed comment. Please could I check where you refer to focusing on infrastructure first, is this specifically in regard to water utilities, health services, education and cycle paths as you refer to above, or are there other specific infrastructure needs/requirements?
@Caroline Harvey Thanks for your question. My comment "Infrastructure First" is intended to be all inclusive, so includes for example planning for broadband and other important customer services in addition to those given as examples above. Importantly this should include provision of local PV grids and other C-neutral facilities to provide for local energy needs. It is my opinion that infrastructure planning is the key to meeting all your housing and environmental targets. Best regards
@bernard Sikkel Thank you for clarifying, much appreciated.
