Prioritising policy themes by which should have greater emphasis

In order of priority the preferences would be (highest to lowest):

  1. Biodiversity net gain - Biodiversity in the local area is already at risk due to development pressure therefore Havant Borough Council’s attention to improving the quality of biodiversity is very important to protect what is left, improving by 10% minimum can only improve the situation. This is a ‘once gone, never to return’ situation and future generations will not thank us if we lose what we have.
  2. Low Carbon Design - Global Warming is a clear and present threat so we need to do what we can to protect the planet and our children. Again we will not be thanked if we did not do our very best here.
  3. Infrastructure - Services for new developments must be part of planning submissions else this leads to more estates with no local services (GPs etc.) and overloads services in other areas to the detriment of other residents.
  4. Affordable Housing - Housing is out of grasp for many due to high house prices so developers must be made to build more affordable housing even though they make their profits from larger properties. Also affordable housing tends to be higher density so takes the pressure off finding more and more  development sites.
  5. Housing design standards - This is the lowest priority of the 5 as I don’t believe Havant Borough Council has much control over actual developer’s building standards as this is more driven by national policies and legislation.
