There are plenty of traffic free paths and trails around Havant which are suitable for courteous cycling but are marked with cycling prohibited roundals. Remove these roundals and replace with signs, “Pedestrian priority, courteous cyclists welcome. Dismount and walk if necessary.”
Discourteous cyclists will ignore the prohibition anyway, and courteous cyclists will not pose a risk or danger to those on foot, making the prohibition roundals useless.
Examples of prohibition include the mill pond wall around Emsworth where the alternative is the busy A259 road, and the Hayling Billy Link Path.
If lifting the prohibition is not possible, below the prohibition roundals should be the words “except children under 11”. They are below the age of criminal responsibility and cannot be issued with a FPN or face prosecution.
So, to get more people cycling more safely more often remove the restrictions on allowing more people to cycle more safely more often.
