
Emsworth Community Governance Review
Havant Borough Council (HBC) is undertaking a Community Governance Review (CGR) for Emsworth, following a request from the Emsworth Neighbourhood Forum (supported by a petition of local electors).
This is a statutory process that allows the Council to consider whether changes are needed to the way local communities are represented and governed.
The review will look at whether a new parish council should be created for Emsworth, whether alternative forms of community representation would be more appropriate or whether no change to local governance is preferred.
The first phase of consultation has now closed - thank you to everyone who took part. We are currently analysing the feedback received and this page will be updated with the findings of this consultation.

About CGR ...
The options for Emsworth ...
As part of the first phase of consultation, we are asking for your preference amongst the following options:
1 – Keep things as they are – this choice would mean that no parish councils (or alternative arrangements) would be introduced in the relevant area.
2 – Establish a parish council – this choice would indicate a preference for a parish council to be established within the relevant area.
3 – Establish an alternative arrangement – this choice would indicate a preference for an alternative governance arrangement, which could include the establishment of an area committee or neighbourhood / community association.

Phases
Post-consultation
Following the phases of consultation, the Council will vote on whether to introduce new community governance arrangements for Emsworth based on the feedback received from residents, workers and visitors.
This is currently scheduled to take place in August / September 2026 but is subject to change. Stay updated with the progress of the CGR via this page.
