Hayling Island Community Governance Review - Phase Two

Please note: The CGR is not part of or the same as LGR (Local Government Reorganisation). LGR is the process where all county and district and borough councils in an area are reorganised into fewer, unitary councils.

Public consultation on LGR in Hampshire was conducted in late 2025 and the results of this can be found at www.havant.gov.uk/lgr.

The First Phase of the Community Governance Review (CGR) closed in March 2026. After reviewing consultation feedback during this phase, Full Council decided to continue to the second phase of consultation and proceed to consultation on more detailed proposals for a parish council.

In the First Phase consultation, 87% of respondents who lived, worked and visited Hayling Island indicated that ‘Option Two – Establish a parish council’ was their preferred choice for the future of community governance in Hayling Island.

Nearly half (48%) of respondents said they wanted to see Hayling Island as an unwarded parish council. The most popular. The most common number of councillors put forward by respondents was 20 councillors (16%).

A consultation report was presented to Full Council on 20 May 2026. The Council, at its meeting considered the results of the consultation and voted to proceed to a second phase of consultation.

Phase Two proposals for a new parish council in Hayling Island

Having considered the findings from the first phase of consultation, it has been agreed to consult on the possible creation of a civil parish council on Hayling Island. The following proposals have been informed by consultation findings, expert advice and best practice:

• Create a parish undivided into wards (the area is currently divided into two wards Hayling East and West)
• Elect 20 councillors to represent the Hayling Island ward that makes up the parish area.
• Form ‘Hayling Island Parish Council’ to serve the parish area.
• Charge a precept (a new increase to the amount of council tax paid by each household) to pay for the running of the parish council and the services it may provide.
