
Hayling Island Community Governance Review
Havant Borough Council (HBC) is undertaking a Community Governance Review (CGR) for Hayling Island, following the receipt of a valid petition from electors in this area.
This is a statutory process that allows the Council to consider whether changes are needed to the way local communities are represented and governed.
The review will look at whether a new parish council should be created for Hayling Island, whether alternative forms of community representation would be more appropriate or whether no change to local governance is preferred.
The first phase of consultation has now closed - thank you to everyone who took part. We are currently analysing the feedback received and this page will be updated with the findings of this consultation.

About CGR ...
The options for Hayling Island ...
As part of the first phase of consultation (which launches on Monday 5 January 2026), we are asking for your preference amongst the following options:
1 – Keep things as they are – this choice would mean that no parish councils (or alternative arrangements) would be introduced in the relevant area.
2 – Establish a parish council – this choice would indicate a preference for a parish council to be established within the relevant area.
3 – Establish an alternative arrangement – this choice would indicate a preference for an alternative governance arrangement, which could include the establishment of an area committee, neighbourhood forum or neighbourhood / community association.

Phases
Phase 2 - Consultation
The second phase of consultation on the Hayling Island CGR will be shaped by the findings of the first phase, so please note that all details included here are subject to change.
In broad terms, the second phase of consultation will provide recommendations for any proposed future governance models for Hayling Island, based on the feedback received in the first consultation.
This second phase of consultation will then seek to confirm whether residents, workers and visitors support or oppose this recommended course of action.
If the first stage of consultation shows no appetite for change, the Council may decide not to proceed with a second stage of consultation.
All dates are subject to change following analysis of the results from the first phase of consultation.
