How much development

In preparing the Building a Better Future Plan, it must consider what can be done to meet the development needs of the borough. This specifically includes housing and employment sites.

Housing

The Government uses a Standard Method for calculating housing need for each local authority. It has set Havant's housing target as 516 new homes per year, although this could rise in the future. The Building a Better Future Plan will be required to address this need.

Economy and Employment

The plan needs to help create the conditions in which businesses can invest, expand and adapt. This includes supporting economic growth and productivity taking in to account both local business needs and wider opportunities for development.

Spencer Jacobs4 years ago The current and proposed developments for Sinah field are frought with problems and destroying the Station Road/West Lane Road network by site and HGV traffic breaking curbstones, snapping branches off trees and covering the roads with sludge from the flooded developments The recent Southern Water roadworks late September 22 and total road carnage/ gridlock caused for a 10 miles radius far as Chichester and Portsmouth demonstrates beyond all reasonable doubt that the local plan for housing completley fails to address road and transport infrastructures for current and any future residents.

Helen O'Doherty3 years ago I have expanded on someone elses eloquent comment. Emsworth has insufficient infrastructure to support even small numbers of new homes. (Existing lack of doctors, dentists, school places. Road system is already overloaded - dangerous & unhealthy - without adding a likely 2-3 cars per new household.)There has been no infrastructure improvements since prior to the development of Redlands lane and Horndean road and as a result, we have squeezed more people into the doctors, the dentists, and the schools. With the huge proposed development at Southleigh, where are all these people going to go to school? to the Dr? to the dentist? The junction at the top of Southleigh road onto Horndean road has become congested in a way I've never experienced in the decades that I have lived here, so what is the improvement to infrastructure you will make in order to make life pleasant to the people that currently already live here. Also you are robbing the people of North Emsworth of the green sites that made North Emsworth a pleasant place to live. We no longer see deer here anymore, the hedgehogs that used to come to our garden are gone. The Southleigh area is set to become one long sprawl into Denvilles, loosing any sort of identity the two distinct areas had. Once we lose our land we can never get it back again. Havant Council seems obsessed with building over green sites to clog the absolute detriment of all current residents. 2- The AONB must be protected at all costs. Building on/near the AONB means building on Flood Plain creating risk to those homes.3 - Emsworth must not become an ‘easy target’ for new homes associated with Havant Borough Council’s unrealistic housing targets.

June Edwards3 years ago We do not need more housing on Hayling Island. The roads and sewage pipes cannot cope with more housing. Also the doctors surgery is not large enough to provide adequate health care to the many. It is about time that councillors who do not live on the island and vote for this realise what a nightmare it is for ambulances/emergency services etc to get through on one road on and off when the road is congested. You are putting lives at risk. So please stop lining your pockets with bungs from builders and passing these great big housing estates on all green fields that become available.

Gilly Seymour3 years ago How can you justify Building more Houses on Hayling. With one Dr Surgery for the whole community & traffic at a stand still, come the peak summer times or Holiday's, it’s an absolute joke. Plus more noise & pollution. we who live here are already struggling making Appointments, chemist struggling with demand. This will only make life more unbearable. Only takes one brake down or accident on the roads also & we all come to a standstill.

Paul Clutterbuck3 years ago HBC is thinking of changing its Local Plan for the AONB from Nore Barn Woods to the A259. Please don't. That would be outrageous. The council must not show weakness in submitting to external pressure (HM Government) to accept unrealistic housing targets being imposed on Havant. Rishi Sunak has already declared he is against building on green field sites. He calls them precious. I believe our council should also consider them precious. I know the HBC Planning Policy Team have a tough job. Don't weaken your resolve to keep areas of outstanding natural beauty free from development. The Brent Geese will also never forgive you. Thank you

Carol McEwen3 years ago There are over 17,000 residents on Hayling. We are not equipped to have more houses. The areas infrastructure is already struggling whether it is traffic and access via the main bridge, schools, doctors and even the sewage cannot cope with more buildings, traffic and people. Without a clear plan of how the infrastructure including roads, schools/ teachers, sewerage, access into the island will be improved then there is a general consensus that adding more houses is counter productive to the communities and area.

Kathy Poole-Gleed3 years ago The infrastructure is not yet on hayling to support the number of homes planned. The situation last month with the water pipe at langstone, ambulances needing to get on and off the island , the incident a few years ago of the collapsed sewer on the main road …. The main road being closed or blocked causes absolute chaos and disruption to workers snd people needing to travel to attend school, work and appointments. An increase I. Home will undoubtedly mean an increase in cars on the road. Until there is an additional means of travelling on and off the island and there are more doctors / appointments available , it is unrealistic to expect hayling to support more residents and homes. Rather than spend the money on moving stones and pebbles on the beach, could Havant consider another road / means of transport ?

Barbara Beck3 years ago H`aling is very susceptible to flooding and it is important that flood defences are constantly maintained. Leaving the middle section of the Billy Trail to withstand whatever is thrown at it is an example of the thin end of the wedge where encroachment is concerned. the expected increase in sea level would mean disaster for several areas of the island and this result in the whole borough having to help all those whose homes or jobs are effected. Hayling stands as a bastion against the sea for the benefit of the whole borough.

Andrew Caple3 years ago The following are comments on the housing sections of the Building a Better Future strategy proposal:p6 - The National Planning SystemIt is stated that the Government is proposing National Planning reforms through the Levelling Up and Regeneration Bill. How is Havant Borough Council to ensure the new Local Plan being developed will be compliant with a revised National Planning Policy? Pushing ahead with a detailed Local Plan without waiting until the new National Planning Framework is released could result in unnecessary work being carried out at local tax-payers expense. If a change is significant that affects the strategy currently under review then this will need to go back out for consultation to ensure a fair and above board process.p7- The National Planning System - A Call for SitesCalling for sites at this stage of the process before the criteria for site allocation is defined is a break on how previous local plans consultations have been managed. Previously sites have been requested after the local plan site allocation policy has been consulted on. This could lead to accusations that the site allocation criteria will be influenced by the sites put forward by landowners so as to ‘ensure’ these get approved for development so as to meet the unrealistic housing targets. Any decision making needs to be transparent hence this approach should be reconsidered.p14 - Development Strategy - How Much Development (Housing)The statement that Havant Borough Council ‘will leave no stone unturned to identify sufficient land for 516 homes per year’ is inapprpopriate and does not belong in a planning strategy. This implies that there is no intention to find an appropriate balance of housing development vs the well-being of Havant Borough inhabitants and environment. The Local Plan needs to show appropriate balance else it will be open to justified criticism and possible action.p14 - Development Strategy - How Much Development (Biodiversity)The statement that a net gain to the Borough’s biodiversity is to be achieved is to be welcomed. However it is not made clear how this is to be done if greenfield sites are to be allocated for housing. Clarity will be needed in the Local Plan on how this is to be practically done. Are Havant Borough Council going to require additional land to be set aside for biodiversity protection above that lost to new development? Also how are sufficient areas of land to be protected to ensure that any existing biodiversity is still viable (i.e. not reduced to unconnected patches of greenery)?p20 - Housing - The Proposed ApproachIt is already accepted as a fact by councillors and planning officials that a target of 516 houses per year to 2040 is not feasible. Therefore it is clear from the statement in the strategy that the intent is for Havant Borough Council to go back to PfSH with evidence of what can be achieved. However this could already be done with a cursory review of available brownfield and non-designated land remaining in the Borough. This would prevent an unnecessary damaging of Havant’s environment by trying to meet unrealistic building targets which could be otherwise mitigated by Havant Borough Council’s proactive action (i.e. Havant’s Councillors need more backbone in this matter).

unknown author3 years ago Continuing to build on Haylings fields and green lands is causing issues for the infrastructure on the island, there are not enough road links to the main land, recently we all experienced major issues getting on and of the island with the roadworks on the bridge. The doctors surgery is overwhelmed. House prices are soaring, crime and anti social behaviour is more common place.Adding further residential dwellings will just compound to all these existing issues.The roads on the island are full of potholes. The existing pavements are dangerous, uneven, full of weeds. I have seen many disabled people fall of there buggies with these unven surfaces.

Helen Wallace-Bell4 years ago I whole-heartedly agree with others' comments regarding the inability of the infrastructure of Hayling Island to cope with extensive building of houses. Whilst it would be nice to have sympathetic updating of the sea front, surely the fact that Southern Water's recent works brought traffic to a standstill should be a clear indicator of how impossible it would be to get on and off the Island (including for emergency services), should more and more houses be built?! Perhaps money would be better spent on building, maintaining, and improving sea defences here!

Mark Warren4 years ago The vast majority of Hayling Island residents do not want any large housing development on the Island. Brown field sites probably okay but not open fields or farm land. The Island is served by a single bridge with can be problematic at times and lead to gridlock not only for Islanders but also causes chaos for people in Havant and many on the A27. Please, common sense needs to prevail here. We cannot continue to dump housing on areas that don't want it. Not only that, it is clear that Hayling Island cannot accept further development without creating ongoing traffic misery from residents, commercial traffic and visitors to the Island. Worst still if there was a major incident ... lives could be lost and it's clear in my mind who would be held responsible for not listening to the people. Islanders pay your wages and you are employed to SERVE them. Havant BC have an obligation to LISTEN and ACT in the interests of the people who they represent.

Mark Coates3 years ago Firstly, in your literature you seem determined to build on greenfield sites - something that should NOT happen in Havant given that arable land has, since the Ukraine conflict, proved to be significantly more valuable over the last year, hence why billionaires in America have started buying it up in swathes. There is not yet a substitute for it. It is becoming priceless. Furthermore, the destruction of natural habitats will decimate local populations of wildlife. Secondly, there is also reference to not improving existing infrastructure, and therein is the issue: the infrastructure on Hayling is not presently fit for building works on this scale, let alone the number of new inhabitants. Think ahead: the bridge itself won’t last another 50 years, and the traffic issues are rising exponentially: the bridge was closed this year and accidents and Southern Water works have effectively ‘trapped’ residents for several hours. In high winds, how would emergency services get to victims?

Sue Allen3 years ago I am against any further housing development on hayling island unless the local authority make improvements that satisfy the people who already live and work on hayling island. These include, better highway access, the main connecting road links, one bridge, sewage pipes, electricity sub stations, doctors, schools, dentists, leisure and entertainment facilities, parks I could go on. Hayling will become a housing estate with few facilities ensuring all residents have to travel off the island, if they can get off without huge traffic problems.

Rachel Evans4 years ago I do not think the infrastructure on Hayling can support more building. Already sewage from the island is pumped into the sea far too regularly and one of the main reasons people move and travel to Hayling so to enjoy the sea and do water sports which are completely ruined when the sea is full of sewage. I think the island lacks facilities: no public pool, poor quality pharmacy, no bank access, lack of cycling lanes, limited play areas for young children, limited youth places. I think the plans to increase sea front access to water sports, cafes etc is a great idea. I think this will bring more employment to the island and improve facilities and the over all look and experience of the island.

Barbara Beck3 years ago The road system needed an overhaul and the provision of cycle paths is imperative if the use of private cars is to be reduced. The present state of roads and pavements on Hayling is more in line with the third world country. The buses shake themselves over every road and the passengers are not at all comfortable. the pace of the traffic is frequently very slow and even stationary when the problem of a cyclist using the same roadway causes problems. the several sets of traffic lights and the roundabout at Havant hold up cars and buses alike. The idea of a continuous slip road, protected with double lines for every right turn would help to keep traffic moving.the local bus services are good but the position of the bus station causes more traffic hold-ups than its use can cure.

sarah vincent4 years ago I live opposite the cowplain secondary school.Hart Plain Avenue is already quite a busy road, at only 20mph in some areas and alot of cars do over this limit.We have alot of children attending schools along this road, i feel a 64 bed care home and 6 dwellings will just add to this already busy road and cut through road used by many.I feel it will devalue my home and many homes where the building will be taking place. Also if and when building commences how will this affect hart plain avenue traffic and road, it will be so busy just imagine large building vehicles and movement along this road , along with school drop offs in morning and afternoons.

Angela Wyer3 years ago The choice of Hayling for huge developments in the housing arena does not make any sense at all. The roads and general infrastructure can not sustain the extra hundreds - yes hundreds of cars. Most households have 2 at least. This is evidenced by recent water repairs on havant Rd by the bridge. We are not being elitist or uncharitable - just totally practical and realistic about the havoc new buildings will bring.
