We’re excited to be working with Art Up CIC to bring vibrant street art to Waterlooville town centre this summer. This project is happening because of your feedback — during the early stages of the Masterplan, you told us the town centre needed more colour and visual appeal.

As part of this work, and alongside wider public realm improvements, we recently invited you to vote on your preferred street art style.

Thank you for those who attended the Festival of Ideas - your ideas and feedback will shape and influence the masterplan for Waterlooville Town Centre.

If you are unable to attend, you can still submit your comments here - in particular, we'd love to hear from you on the following key questions - these mirror the activities that took place at the Festival of Ideas.

Please provide any feedback on any of these points or any additional comments you would like to submit:

Property and Socio-Economics - Which areas do you think should be considered within the Masterplan?

Landscape - What would you include in a new pocket park on the high street? What other places around the UK or the rest of the world do you think provide inspiration for successful landscape schemes in town centres?

Architecture and Urban Design - What land uses and activities (other than new shops) would you want to see in the Waterlooville of the future? What other places around the UK or the rest of the world do you think provide inspiration for a successful town centre regeneration?

Energy and Carbon - What are your main concerns about the effects of climate change? How do you think the town centre can best adapt to these changes?

Movement - How would you improve the walking and cycling links between the town centre and the adjacent areas? Do you agree with the discussed approach to car parking (may not be free of charge but extended stays with consistent and reasonable charges)? If not, what would you like to see?

Graham Martin 2 years ago Protect:Coffee shops, banking, branded retailMissing:Greenery to bring centre into colour, Entertainment/ Cinema, larger branded retail units, specialised shops: vintage, outside traders [ small trailer units: tapas, donuts etc... [ brings families in]. Covered areas to shelter : in adverse weather.Bring small fair in summer, bring local talent shows, vintage/classic car meets - make the centre high interest for all.Feel:Safe, family entertainment, covered areas, indoor/outdoor eating, cinema, branded retail shops, more green space/ planting areas to bring more colour into area. Fountain/lit at night, Small children's play area.

Lisa Clapson2 years ago go back in time to see what used to make Waterlooville a thriving town centre. It needs to go back to being a quaint town of independent shops. A good example is Harrogate. Do we really need a massive precinct separating the shops it makes the space seem even more empty, (again look back at the hey day trams running through the town) We need clothes shops, a nice book store, a small hardware store, quirky eateries and also a butchers to compliment the fruit & veg shop (Stansted farm shop is a good example) Garden centres also bring the much needed footfall. Need to see a lot less barber shops. Need a market twice a week( possibly antiques, Bridport is a good example). A proper craft Christmas market in the winter with an abundance of stalls and a temporary ice rink

kamlesh mistry2 years ago I can see lots of young and der people becoming more and more unhappy I think we should have a charity funded kadampa meditation center like we do in Southampton. This can be used as a cafe and vegetarian restaurant that can be used by public and also to feed those in need. Also for the center to help with mindfulness and teach classes there.This be nice if it can get charity funding as well as being a business to help mindfulness and those in need.

Helen Hoyle2 years ago Bring back Waitrose! The decline of the town centre accelerated massively once Waitrose left. Include more residential flats and a mixture of niche retail outlets and cafes. Crafting is very popular now. Take inspiration from places like Brighton.Create a pleasant environment using trees and plants with high quality hard landscaping. I don't think that there is space or the need for a pocket park. It feels faddy. But intersperse greenery throughout the town centre. Create a safe, linear cycle path directly through the town centre. Car parking absolutely needs to be free. Otherwise people will simply use the free parking available in the retail park out of the town centre and won't bother to walk into town.

Stephanie Cobbett2 years ago How about a small theatre or venue where comedy, plays, films could be shown like The Point in Eatleigh and The Berry Theatre in Hedge End.Teenagers need to be catered for so how about youth facilities, events offering sports, councilling other interests for teenagers.It would be great to see a facility that caters for women's health in regards to perimenopause, menopause, advise for health, diet, excercise, classes, meeting other women and discussing experiences.Community events helping keep Waterlooville clean and safe and meeting others in the community.Outdoor excercise area or events.

Malcolm Garbutt2 years ago Needed a much improved Mobility centre that is not about to go out of business. Waterlooville has a large amount of "Golden oldies" who's life's could improve with this. Next, is a SAFE surface to travel on when walking around the whole shopping area. At present, any so called, Health and Safety person would have "Kittens" looking at the pot holes and missing bricks and misaligned slabs. Nail bars, Charity shops, Hairdressers, do we need as many? The old Waitrose store? How about a permanent indoor market, made up with as many different, interesting stall as possible. They have something similar in Hereford and it is always busy.

Tamsin Vaughan2 years ago I think it is great that the council is potentially going to make some changes to Waterlooville for the better. I have a few suggestions - firstly the Berewood estate and access to Waterlooville. Currently access is over the Blue Star Land and now that the hedging has been bulldozed and likely killed/removed all nature within this plot the access to Waterlooville is poor and unslightly. We need to maintain the footpath and cycle path that runs through the land and maintain what limited green space we have left on the outskirts of Waterlooville town- can this plot of land be turned into a big playground for the children of Waterlooville to enjoy some outside green space and as it is so close to the town centre and local amenties I think would be frequently used and enjoyed. I understand if some of the Blue Star land needs to be built on but at could we have at least a good playpark/greenspace for us to enjoy? In Waterlooville there is Jubilee Park which has a small playpark, Fielders Park which has a very small playpark (a swing and some poles for children to step on!) so Waterlooville is missing a good activity/adventure playpark for its children. Attached is a suggested playpark for Blue Star land- Waterlooville does not have a playground like it which is very disappointing and I'm sure a good playpark like the ones attached would be thoroughly enjoyed by all. There are currently plans to build on this land but with Berewood adding 2550 homes Waterlooville needs to cater for the town and provide amenities and green space for its residents. Currently the traffic lights to cross from Blue Star land to ASDA is ok but maybe a footbridge should be considered to ease traffic congestion and safety for pedestrians?Car parks - I like the idea that all car parks would be managed the same/same price etc which would avoid any confusion but can we have 1hr free parking or at least 30mins to try and entice more people into the town centre to the local shops, businesses and cafes.Access - can we have new/clean toilets in the town centre which also cater for those with accessibility issues. Dentists - is it possible for a NHS dentist in Waterlooville - the whole country is needing more NHS dentists desperately.Doctors - provide Vine Medical Group with a larger facility or another doctors surgery to provide for the growing Waterlooville population. Again with the added Berewood housing this will put added pressure onto the NHS. Infrastructure - it is clear that some of the main town buildings have seen better days and with flat roofs are clearly struggling and need replacing. Having a clear up of unused/tired buildings and re-purposing to create a community centre right in the town centre which can hold classes for the elderly (eg chair aerobics), crafting classes, mother/father/parent classes, music classes, dance classes etc would help the Waterlooville community and create more footfall to local businesses.

Michael Hardy2 years ago The existing walking and cycling links between the town centre and local adjacent neighbourhoods is being threatened by the Council's support of further residential development on Blue Star Land Adjacent to Laxton Leaze.This currently provides a safe public right of way for local residents to access the town, and participate in the proposed future developments. However the councils intention to build upon this green space, risks not only restricting pedestrian and cycle access to the town, but removing existing green space which this project seeks to maintain and create. To improve access and thus footfall in the town, this important public right of way must be maintained, and enhanced to encourage pedestrian use. Introduction of childrens play area/outdoor activities with perhaps ice/cream / coffee stop building with toilets etc would be an attractive alternative to residential development. This would ensure maintenance of green space, enhance the public right of way and pedestrian access, and encourage more families towards the town centre, increasing footfall and likely economic benefits.

Pedestrian bridges over the dual carriageway. First hour free parking and pay for any additional time.Business: multi leisure is desperately needed, a central landscaped square with cafes, bars, restaurants and a bandstand. Keep cafes, charity shops, poundland, superdrug & pubs. Independent retailers needed, have a space for local artisans to set up whether that be dividing larger shops into smaller ones and charging nominal rent or having an indoor market once a month like many towns & cities do.

It can invite school /performance school to have a chance to have performance (Dancing / singing / Band Show … …etc） in stage at the middle of High street. This can encourage our children to get more confidence and involvement in our town. Also, this can attract people from out of town to enjoy the show.2）suggest to set up artwork (street big / small) which designed by young people, this can invite young Art worker to explain their work and let the artwork street to become a photography zone.3) more Entertainment shop (such Cinema) /Street warm food stall with easy food licensing permission

Martin Montague2 years ago The main issues are as follows. The new out of town shopping has hit the old town centre considerably. Apart from the shops it offers free parking to people. Solution Rather than the council try and get every penny out of shoppers and killing retail in the process, they should provide free parking to those visiting the precinct. A lot of small businesses need a place to operate even if they sell online, so how about reducing the rents right down in wellington way for those with small turnovers sub 100K and offer good rent free periods. In large part the Council is responsible for the destruction of the shopping here giving planning for the out of town shopping, and charging fortunes to park, coupled with excessive rates.

David Bennett2 years ago It would be great if the old Waitrose site could be a multi purpose building combining a theatre, cinema, a dancefloor and possibly roller skating. The addition of a cafe/restaurant would be great and of course toilets.I believe that Barton Hall and/or Admiral Lord Nelson School have multi purpose halls with pull out, collapsible, tiered seating.The other big issue is toilets. With an aging population we are not very well provided for at present. We have those dingy ones adjoining ASDA which seem to close early or ASDA itself. There used to be Waitrose itself or a couple opposite Quick Fit which are now boarded up - presumably because Waitrose is closed.

Sam Page2 years ago A few years ago we had Game for technology and Wilko had a strong garden section. However, after their closures we now have nothing for either. The closest thing we have to a technology shop is Argos in Sainsburys, but that is more limited and also does not allow customers to ask questions to the staff about products as easily, or to actually see or test products like Game used to allow. My grandparents sometimes can feel overwhelmed or intimidated by technology, though it is an important part of modern life so they are trying to learn. Because of their inexperience though, purchasing new equipment is sometimes confusing for them as they don’t always understand what they need or what a product does, or how to use it. They are not alone in feeling this way, many older people face this same predicament.A shop like GAME or CEX would be ideal for this issue, as it opens up employment opportunities to anyone knowledgeable on tech (which specifically can help younger people who may be seeking new employment nearby), and will support people who are less experienced with tech, who may need assistance with their purchases and help to understand. It would also be nice for people in general to have a local place for this sort of thing.The same can be said about garden supplies. We don’t have any local business that reliably sells garden products. The nearest place is B&Q I believe, which is nowhere near Waterlooville Town Centre. My family enjoy gardening a lot, and without Wilko, there is nothing locally for them to make use of anymore. I believe that this problem exists for many families in the local area, and many people would benefit from having a local business that could supply garden items, especially going into the spring as people will want to start growing vegetables and flowers soon.

Sheila Wendes2 years ago Just one more plea for something approaching access to film, visual arts (display and creation,) music, events. There needs to be some uplift of ambition in this creative desert. I also worry that the outsourcing of Waterlooville regeneration to a company may look like a solution but could end up with a lot of fine words and coloured plans, but little action. Surely Havant Council will need to agree to spend money it does not have?

Mark Abrams2 years ago I have lived in the Waterlooville area for over 15 years. Witnessing a town deteriorate can be disheartening, reflecting the challenges and changes it has faced over time. Suggested enhancements like creating inviting spaces for dining, offering free parking, and establishing a covered area for dog walkers and families can contribute to revitalising the town and making it more appealing for a diverse range of visitors. Ensuring a variety of shops cater to different needs would also enhance the overall experience. Small wins of changes (painting of buildings, new shops and inviting areas etc) can have a significant impact over time, contributing to the overall improvement and positive transformation of Waterlooville and its community.

Archie Shah2 years ago A central sculpture can enhance the urban design of Waterlooville Masterplan by giving it a heritage value. The sculpture won't just gain more attraction but also help local people connect to their history. Furthermore, the Waterlooville Masterplan depicts lack of active green spaces. Instead of focusing on huge community parks, we can shift our dimensions to convert side lanes to small parks which can enhance biodiversity and hence, beautify the area. An active book exchange stand placed at intersections of varied lanes can help the community to engage in a meaningful way.
