What is the Waterlooville Town Centre SPD?
The SPD (or Supplementary Planning Document) is the final form of the work undertaken to put together the Waterlooville Town Centre Masterplan.
Over the past 18 months, extensive engagement has been conducted in Waterlooville to hear from residents, businesses, visitors and users on what they want to see in their local town centre.
From this feedback, the Masterplan has been created to set out a vision for the future of Waterlooville. The next step is the formal adoption of the SPD, which will allow this Masterplan to meaningfully inform development and investment decisions going forward.

The vision
The proposed SPD sets out the vision for Waterlooville Town Centre drawing on public feedback, with the following key elements:
- Prosperity For All - To encourage sustainable growth and regeneration that promotes multiple uses of the Town Centre to ensure users return and increase the confidence of future investors.
- Encourage Mixed Uses - To encourage an appropriate quantum of retail, leisure and residential development that is of a high standard and will contribute to an enhanced experience of the Town Centre.
- Excellent Public Realm - To create spaces within the Town Centre that contribute to the health and wellbeing of its users and encourage interaction and exploration through a comprehensive design approach.
- Design - To integrate high-quality design that is sustainable, attractive and maintainable considering whole life cycle costs.
- Green and Pleasant Environment - To approach developments and schemes with a green-first, low carbon mindset to ensure renewable and sustainable energy systems are at the heart of proposals.
- Economy - To develop a thriving Town Centre which generates improvements in economic activity to further encourage action in the Town Centre in a positive feedback loop.
- Convenient Access and Movement - To ensure that access and movement in and out of the Town Centre creates a welcoming experience with a particular focus encouraging pedestrian, cycle and public transport routes, whilst consolidating parking for ease of use.

Not online? Not a problem! If you or someone you know is unable to take part in the online survey, paper copies of this survey can be collected from Waterlooville Library or the community centre situated in the ASDA car park, with pre-paid envelopes that allow you to return your response for free.
In addition, we are holding the below events in the conservation area that you can attend to view the materials, speak with our officers and have your say on this consultation. These events are taking place as follows:
- Wednesday 21 May 2025 – St. George’s Church Hall, Waterlooville, 3pm to 7pm
- Saturday 21 June 2025 – St. George’s Church Hall, Waterlooville, 10am to 4pm
