Building a Better Future Plan - Publication Plan Consultation 2026

Havant Borough Council has reached a significant milestone in the preparation of a new Local Plan for the Borough.

At the meeting on Wednesday 15 July 2026, Full Council approved the publication version of the ‘Building a Better Future Plan’ for public consultation and agreed for this to be submitted to the government.

The ‘Building a Better Future Plan’ is the new Local Plan for the Borough will guide the development of new homes, employment premises as well as infrastructure such as schools through to 2043.

This has triggered the final phase of engagement on the Plan, as residents, businesses and other stakeholders are invited to submit representations on whether the Local Plan has been prepared in accordance with legal requirements and whether it is sound. This consultation follows the set procedure set by national government.

Public consultation will run from Monday 20 July until 5pm on Wednesday 9 September 2026.

The new Local Plan reflects feedback from the community received during previous consultations in 2022 and 2025. Information on these previous stages of consultation can be found below.

The council considers this version of the plan to be sound and ready for submission to an independent Planning Inspector appointed by the Government, following this final consultation.
